JSC “MARKET OPERATOR” SIGNS MEMORANDUM OF UNDERSTANDING WITH ACER

As part of the adaptation of Ukraine’s energy sector to European legislation, JSC “Market Operator” and the European Union Agency for the Cooperation of Energy Regulators (ACER) have signed a Memorandum of Understanding on cooperation in the field of monitoring the operation of the wholesale energy market in the context of EU Regulation No 1227/2011 (REMIT).

Although Ukraine is not currently a Member State of the European Union, the provisions of EU Regulation No 1227/2011 (REMIT) do not formally govern the functioning of the Ukrainian electricity market. Nevertheless, Ukrainian legislation already provides for strict requirements concerning the monitoring of the electricity market segments.

The signed Memorandum, aimed at establishing effective cooperation between JSC “Market Operator” and ACER, foresees, among other things, the exchange of views and experience regarding the principles and practices of wholesale energy market monitoring. Cooperation with ACER will also contribute to improving integrity and transparency in the wholesale energy market, as well as identifying and preventing abuse in the Day-Ahead Market (DAM) and Intraday Market (IDM), which is of critical importance for the sustainable functioning of these segments and of the entire electricity market.

The signing of this Memorandum is another step affirming Ukraine’s readiness for deeper integration with the European energy space, enhancing transparency in the electricity market, and aligning with the unified standards laid down by REMIT.
