Surveillance function of the day-ahead and intraday markets is implemented in the Market Operator under European experience in order to ensure transparency of the Ukrainian electricity spot market. Director General of the JSC Market Operator Oleksandr Havva emphasized that during the discussion with market participants on the right to make requests regarding the impact on the DAM/IDM pricing.
He said, that surveillance of spot market work for price manipulation preventing is prescribed in the Market Rules – the main document regulating the electricity market operation. This is, as well, an integral part of implementation of Regulation (EU) ¹ 1227/2011 on Wholesale Energy Market Integrity and Transparency (REMIT).
«The NEURC authorized the Market Operator in 2019 to conduct surveillance on the DAM and IDM, and to inform about any events that can have manipulative nature. Most NEURC’s investigations on the electricity market have been initiated under results of the Market Operator`s observation work», - Oleksandr Havva told.
Also, he added that manipulations harm all electricity market participants. That`s why their timely detection based on requests to companies trading electricity on the Market Operator`s platform is important. Such detection allows the NEURC to make quickly decisions based on considered arguments rather than prejudgment.
